International humanitarian law FAQs

You are part of the coalition forces in Iraq in the early days of the invasion. You find out that Saddam Hussein is in a restaurant. So are 200 other people – civilians. You have the chance to fire a missile at it, that will certainly kill the leader of the regime you are fighting. It will also kill the civilians. Would you do it? Would it be a war crime, if you did fire the missile?
